Negotiations are supposed to *begin* in earnest when a bill is brought up on the House or Senate floor. You negotiate by voting yes or no on various amendments to the bill. None of this happens today, which is why everyone now obsesses over what a couple senators are thinking.

The “Libertarian take” is not limited in any such way. We oppose the use of private companies as agents of the federal government. We also oppose overinclusive responses by governors that do not target the specific federal harms but instead broadly restrict freedom of exchange.
The Libertarian take on corporatist oppression cannot be limited to "private companies can do what they want", as that will be viewed as us giving cover to the regime's policies as long as their implementation is indirect enough.
